Outlook status · 20 October 2026This is an outlook, not a confirmed launch calendar. Site awards, estimated unit counts and land prices are based on Government information; launch windows are editorial estimates until developers announce them.

Singapore New Launch Condo Outlook 2027

If 2026 was the year buyers were given a wide choice of launches, 2027 may be the year that choice becomes more difficult to compare.

My expanded watchlist covers 27 condominium and executive condominium developments, with an indicative combined yield of about 14,300 homes. It includes earlier land awards that could reach market in 2027, as well as later sites whose launches may extend into 2028.

The original version focused on 16 sites associated with the 2026 award pipeline. That scope missed relevant earlier awards. This revision adds 11 developments, including One Chuan Grove, Hougang Central, Upper Thomson Road (Parcel A), Telok Blangah Road and several ECs. Hougang Central was formally awarded in January 2026 and belongs in the 2026-award cohort too.

One Chuan Grove illustrates why a launch outlook cannot simply mirror an award-year list. The two Chuan Grove parcels were awarded in July and September 2025 and are being brought together as one development. Chuan Grove appeared in my original 2026 outlook; it now belongs on the prospective 2027 watchlist, with the sales schedule still subject to confirmation.

Inclusion does not mean a confirmed 2027 launch. The table distinguishes likely first- and second-half launches from sites whose timing is uncertain. New Upper Changi Road and Canberra Drive EC remain more cautious 2028 possibilities. Hougang Central has a developer target for 2H 2027, while Chencharu Close remains on the uncertain-timing watchlist.

The total uses indicative GLS housing yields for consistency, including about 1,060 homes across the two Chuan Grove parcels. Final developer plans may differ. It measures the scale of the watchlist, not the number of homes guaranteed to go on sale during 2027.

For context, see my Singapore New Launch Condo Outlook 2026, which preserves the original forecast alongside later project updates.

Timing labels distinguish developer targets from research and editorial estimates; none guarantees a launch date. Housing yields are indicative GLS estimates. One Chuan Grove combines two parcels; Woodlands Parcels A and B are separate. Land rates are rounded from successful tender prices.

How to read the table: the land rate is the successful tender price divided by permissible GFA and converted to psf ppr. It is a useful signal of a developer’s cost base, but it is not a launch-price forecast. Construction, financing, marketing, design, unit mix and the developer’s margin all sit above land cost.

Why 2027 could be a more selective market

URA’s 3Q2026 flash estimate showed overall private-home prices rising 1.4% quarter on quarter, while transaction volume fell by about 30%. The same release showed a very uneven regional picture: non-landed prices were nearly flat in the CCR and RCR, while the OCR rose 2.2%.

Singapore private residential market indicators providing context for the 2027 new launch condominium pipeline.
Prices remained resilient in 3Q2026 even as transaction volume fell, reinforcing a more selective rather than inactive market.

That combination—price resilience, lower transaction volume and a larger forward supply—is likely to make 2027 less about simply choosing “new launch” and more about choosing the right project at the right total quantum.

URA has also kept land supply high. The 2026 Confirmed List totals 9,320 private homes, more than 50% above the annual average of the preceding decade. Not all of that supply will appear in showflats during 2027, but buyers should expect more alternatives to emerge over time.

The practical conclusion is not that prices must fall. It is that weak projects may find it harder to rely on scarcity alone.

The 2027 pipeline by region

Regional chart of the 27-development 2027 condo watchlist: CCR 1,735 homes, RCR 3,350 and OCR 9,230, based on indicative GLS yields.
The OCR represents 64.5% of the watchlist’s indicative housing yield. The 27 developments are not all confirmed 2027 launches.

Core Central Region: five developments, about 1,735 homes

The CCR pipeline consists of Dunearn Road (Parcel 2), Holland Plain, Peck Hay Road, River Valley Green (Parcel C) and Bukit Timah Road. It is smaller by unit count than the other regions, but contains some of the year’s highest land costs and most differentiated locations.

Peck Hay Road recorded the highest land rate in this group at roughly $1,865 psf ppr. Its compact 315-home scale and Newton location could support a premium positioning, but buyers should expect the developer to be disciplined on pricing.

Bukit Timah Road is a separate Newton-area site, awarded to HH Investment in November 2025. Its approximately 340-home yield and $1,820 psf ppr land rate make it another premium central project to monitor, with launch timing unconfirmed. It should not be confused with Peck Hay Road.

River Valley Green (Parcel C), at about $1,730 psf ppr, benefits from Great World MRT and an established central neighbourhood. Its challenge will be differentiation in a district with several recent and upcoming choices.

Holland Plain is lower density and more residential in character, while Dunearn Road (Parcel 2) combines a Bukit Timah address with commercial convenience. For a current new-launch comparison elsewhere along the Dunearn–Bukit Timah corridor, see my Dunearn House review. These are not interchangeable “prime” launches. Their value will depend on the intended buyer profile, surrounding alternatives and final product design. For a current example of the area’s low-rise family proposition—and the trade-offs created by future Holland Plain supply—see my Amberwood at Holland review.

What to watch: whether buyers continue paying a premium for centrality when city-fringe alternatives offer lower land costs and potentially more attainable family-sized units.

Rest of Central Region: seven developments, about 3,350 homes

The RCR pipeline comprises Tanjong Rhu Road, Dover Drive, Kallang Close, Berlayar Drive, Lorong Puntong / Sin Ming Avenue, Telok Blangah Road and Dorset Road. It has the widest spread of propositions: waterfront living, a new knowledge-hub neighbourhood, central connectivity and a small MRT-adjacent project.

Telok Blangah Road adds about 745 homes to the Greater Southern Waterfront pipeline. Its November 2025 award gives it a longer runway than Berlayar Drive, but a 2027 launch remains a prospect rather than a confirmed date. Dorset Road, now identified by UOL as Dorset Gardens, adds an indicative 430 homes near Farrer Park, with a developer target for 1H 2027. Exact sales dates remain unconfirmed.

Dover Drive sits within the wider Dover–Medway planning story and combines residential supply with commercial space at the first storey. Its appeal is likely to centre on connectivity, education and the longer-term development of the surrounding district.

Tanjong Rhu Road offers a different proposition: a city-fringe waterfront location near existing private housing and the Thomson-East Coast Line. With an estimated 525 homes, it is large enough to offer a full condominium product without becoming a mega-development.

Kallang Close could appeal to buyers who want central access without a prime-district price tag. Its approximately $1,415 psf ppr land rate provides some room for differentiation relative to higher-cost central sites, although the final unit sizes and launch strategy will matter.

Berlayar Drive adds the Greater Southern Waterfront story, but its August 2026 award creates timing risk. Lorong Puntong / Sin Ming Avenue is a much smaller 140-home project near Bright Hill MRT and should be assessed alongside Thomson Reserve, the much larger nearby launch shaping buyer expectations for new homes in Upper Thomson and Bright Hill.

What to watch: which projects can convert a credible transformation story into present-day convenience and a sensible entry price.

Outside Central Region: 15 developments, about 9,230 homes

The OCR is the largest part of the awarded pipeline. It includes One Chuan Grove, Hougang Central, Upper Thomson Road (Parcel A), Chencharu Close, Bedok Rise, both Woodlands Drive 17 EC sites, Senja Close EC, Sembawang Road EC, Dairy Farm Walk, Lentor Central, Miltonia Close EC, Bayshore Drive, New Upper Changi Road and Canberra Drive EC.

One Chuan Grove brings the two adjoining Lorong Chuan sites into one substantial development. Hougang Central offers an integrated transport-and-retail proposition, while Upper Thomson Road (Parcel A) adds a Springleaf MRT-connected alternative. Chencharu Close combines housing with retail, a bus interchange and hawker centre; its complexity is a reason to keep timing open rather than omit it. UOL targets Hougang Central for 2H 2027, while Wee Hur targets Upper Thomson Road (Parcel A) for 1H 2027. Bedok Rise is a separate approximately 380-home site at Tanah Merah MRT, not the larger New Upper Changi Road plot near Bedok MRT.

CDL targets Q1 2027 for its Woodlands Drive 17 and Senja Close ECs. These are separate from Sim Lian’s Woodlands site. Sembawang Road EC adds another estimated early-2027 possibility, with about 265 homes and a $692 psf ppr land rate. Its sales timetable still needs developer confirmation.

Bayshore Drive is the largest visible 2027 contender at about 1,280 homes, with commercial space and direct relevance to the emerging Bayshore precinct. Its scale should allow more varied facilities and unit types, but it also creates execution complexity and a large amount of inventory for the developer to manage.

New Upper Changi Road could yield about 1,010 homes near Bedok MRT. Its transport convenience and established amenities are obvious strengths. However, the September 2026 award gives the development a shorter runway for a 2027 launch, making 2028 the more prudent base case for now.

Woodlands Drive 17 EC (Parcel B) and Miltonia Close EC are the two 2026 EC awards most likely to enter the 2027 launch calendar. Their land rates—about $794 and $732 psf ppr respectively—are well below the private-condominium sites, although EC pricing is also shaped by eligibility rules and the eventual product.

Woodlands offers the broader transformation and connectivity narrative. Miltonia Close is likely to make a quieter, family-oriented case around Lower Seletar Reservoir and the established Yishun catchment. Dairy Farm Walk and Lentor Central add two private-condominium alternatives serving nature-oriented and north-east family buyers.

Canberra Drive EC was awarded only in October 2026. I would place it in the 2028 watchlist unless the developer signals an unusually fast programme.

What to watch: whether the OCR’s larger supply creates meaningful price competition, particularly between private projects, ECs and nearby resale alternatives.

What land costs say—and what they do not

The successful residential land bids in this set range from below $1,000 psf ppr at Dairy Farm Walk and the EC sites to about $1,865 psf ppr at Peck Hay Road.

Land-cost ladder comparing approximate awarded land rates for 27 Singapore condominium and EC developments, including the combined One Chuan Grove parcels, from $692 to $1,865 psf ppr.
Land cost sets part of the price floor, but it does not determine value on its own.

It is tempting to turn those figures into a formula and declare which project will be “cheap” or “expensive”. That is too simplistic. A lower land rate can be offset by low-rise constraints, construction complexity or larger average unit sizes. A higher land rate can still produce an attractive entry quantum if the project uses space efficiently and offers a strong location.

For buyers, the better comparison is:

  1. total purchase price for the usable space;
  2. layout efficiency rather than nominal square footage;
  3. realistic monthly holding cost;
  4. nearby resale and recent new-launch alternatives; and
  5. the likely depth of future buyer demand when the unit is eventually resold.

My 10 projects and sites to watch for 2027

This editorial watchlist weighs scale, school access, transport connections and the significance of each site. Bayshore Drive, One Chuan Grove and Dover Drive lead on that combined assessment. It is not a universal buying ranking, and the remaining selections also include smaller projects and ECs serving different households. The assessment draws on Frasers Property’s Bayshore announcement, Sing Holdings’ AGM presentation and UOL’s 1H2026 presentation.

Ten Singapore developments to watch for 2027, led by Bayshore Drive, One Chuan Grove and Dover Drive, with reasons covering scale, schools and transport connections.
The revised Top 10 is assessed across the full 27-development watchlist, with scale, school access and connectivity shaping the leading three.

1. Bayshore Drive

Bayshore Drive leads this watchlist for its combination of approximately 1,280 homes, planned direct integration with Bedok South MRT, a retail mall and bus interchange, and proximity within 1 km of Temasek Primary School, according to Frasers Property. This is a future integrated-transport proposition, rather than a claim that Bedok South MRT is already operating.

The scale, mixed-use component and precinct transformation make it strategically important. The questions are launch timing, product segmentation and how buyers price future potential against today’s amenities. Vela Bay has already provided the first real test of buyer demand and pricing in the emerging precinct. My Vela Bay review provides useful context on the area’s MRT and coastal appeal, current pricing levels, precinct-maturity risks and the competition future Bayshore supply could create.

2. One Chuan Grove

One Chuan Grove brings two adjoining GLS parcels together into one substantial development, with a combined indicative yield of about 1,060 homes. Sing Holdings places Lorong Chuan MRT about 250 metres away; St. Gabriel’s Primary and Kuo Chuan Presbyterian Primary add to its family appeal. The developer targets Q1 2027, with final launch dates and home–school distances still to be confirmed.

3. Dover Drive

The site’s proximity to Fairfield Methodist Primary and Secondary, walkable access to one-north MRT and an established employment catchment put it in the top three. Final access routes and the project’s eventual address should be checked before making school-distance claims.

One of the more balanced propositions on paper: MRT access, education and research nodes, commercial convenience and a genuine new-neighbourhood story. Pricing discipline will decide whether the fundamentals translate into value. Dover–Medway is distinct from Media Circle, but both form part of the wider Greater one-north growth story and may appeal to buyers who value proximity to its research, technology and education nodes. My Hudson Place Residences review offers a useful comparison of how buyers are already responding to an emerging residential neighbourhood within that employment ecosystem.

4. Hougang Central

Hougang Central combines an indicative 835 homes with retail and an integrated transport proposition at Hougang MRT. Nearby schools, including CHIJ Our Lady of the Nativity and Montfort Junior, reinforce its family appeal. UOL’s 2H 2027 target gives it a clearer place in this outlook, although the final launch date remains unconfirmed.

5. Tanjong Rhu Road

Its waterfront setting, city-fringe accessibility and long gap since the area’s last major private residential land release create a differentiated proposition. My analysis of how the Tanjong Rhu GLS result reset the area’s pricing benchmark explains both the pent-up demand case and the pricing risk buyers should consider. The final access, views and unit orientation will still need close study.

Proximity to Dunman High is a different education proposition from being close to a sought-after primary school. Its city-fringe location remains attractive, but the primary-school criterion gives Bayshore, Chuan Grove and Dover an advantage in this shortlist.

6. Woodlands Drive 17 EC (Parcel A, CDL)

CDL’s Woodlands site offers an EC option near Woodlands South MRT, with a developer target for Q1 2027. The indicative GLS yield is about 420 homes, so it is included for its relevance to eligible family upgraders rather than a strict 500-home threshold. It is separate from Sim Lian’s approximately 560-home Parcel B. Compare total quantum, eligibility and final unit layouts with both that neighbouring EC and private-condominium alternatives.

7. Upper Thomson Road (Parcel A)

Springleaf MRT and a nature-led setting underpin this approximately 595-home mixed-use site. Wee Hur targets a 1H 2027 launch. Its immediate school provision is less compelling than the leading family-focused candidates, so the case rests more on transport, greenery and the eventual product.

8. Telok Blangah Road

The approximately 745-home site combines walkable access to Telok Blangah MRT with Greater Southern Waterfront transformation. Buyers should distinguish existing transport and amenities from longer-term precinct plans. Launch timing remains unconfirmed.

9. Dorset Road / Dorset Gardens

UOL’s Dorset Gardens adds a central alternative near Farrer Park MRT, with an indicative GLS yield of about 430 homes and a developer target for 1H 2027. Its role here is to broaden the shortlist beyond large suburban developments; final layouts, entry quantum and nearby competition will determine its appeal.

10. River Valley Green (Parcel C)

Great World MRT and a central location are enduring strengths. The investment case will depend on how it distinguishes itself from the growing River Valley supply and whether the unit mix supports sensible entry prices. River Modern provides the clearest nearby benchmark: its strong sales response demonstrates demand for MRT-connected River Valley living, while its density, compact layouts and pricing offer a useful reference when Parcel C’s eventual positioning becomes clearer.

Also worth comparing: Lentor Central for its adjacency to Lentor MRT, Chencharu Close for its integrated amenities and Khatib access, and Sim Lian’s Woodlands Drive 17 EC (Parcel B) for eligible upgraders. Dunearn Road (Parcel 2), Holland Plain, Peck Hay Road, Kallang Close, Dairy Farm Walk, Miltonia Close EC and the other sites remain in the full pipeline table.

School proximity is not an admission guarantee. Check the final residential address through MOE SchoolFinder and distinguish primary-school registration distance from general access to secondary schools, junior colleges and international schools.

Sites that may be more important for 2028 than 2027

New Upper Changi Road

The site is too important to ignore, but a September 2026 award and 1,010-home scale make 2028 the more prudent base case. If it launches in late 2027, it could become one of the year’s biggest events; if not, it should anchor the following year’s outlook.

Canberra Drive EC

Awarded on 15 October 2026, this 185-home EC is relatively small but has the least time to reach a 2027 sales launch. I would not describe it as a confirmed 2027 project.

Lorong Puntong / Sin Ming Avenue

This is a small 140-home site near Bright Hill MRT, awarded in September 2026. A late-2027 launch is plausible, but the project should first be evaluated against the existing Thomson Reserve and Ai Tong/Bright Hill coverage. Families considering the site can also use my Ai Tong School and Bright Hill MRT area guide to compare the surrounding schools, transport links and established resale alternatives. Final layouts, quantum and timing will determine how it compares with the broader Thomson market.

What buyers should do before the 2027 launch calendar firms up

Decide whether your deadline is real

A household that needs to move in within the next two years should not build its plan around an unconfirmed GLS launch and a later TOP. Compare the pipeline with resale options and already-launched projects that have a clearer completion timeline.

Set a total-quantum range before comparing psf

High psf can still sit within a manageable purchase price if the layout is efficient. Conversely, a lower psf does not help if the only suitable unit is much larger than you need. Start with the comfortable total price and monthly commitment.

Compare at least three realistic alternatives

Each launch should be tested against:

  • a nearby resale condominium;
  • another new launch serving the same buyer profile; and
  • the option of waiting for a later site.

My new launch versus resale condo framework explains the timing and cash-flow differences in more detail.

Treat transformation as a timeline, not a slogan

Bayshore, Dover–Medway, Woodlands and Kallang all have credible long-term stories. The correct question is whether the buyer’s intended holding period is long enough to benefit from the relevant infrastructure, amenities and population growth.

Do not assume every launch will reward early entry

Launch-day discounts can be useful, but only when the starting price and unit choice are sound. A project with ample supply, weak layouts or a large premium over resale alternatives may require more patience.

Decision guide comparing whether to wait for a 2027 launch, buy an existing new launch or choose a resale condominium.
The right response to the 2027 pipeline depends first on timing and affordability—not on which launch produces the most attention.

Risks and unknowns to watch

Launch timing

The biggest risk in any forward outlook is treating a probable schedule as a confirmed one. Large, mixed-use or later-awarded sites can shift into the following year.

Interest rates and affordability

Lower financing costs can support demand, but households should stress-test repayments rather than assume rates will keep moving in one direction.

Regional price divergence

The 3Q2026 flash data showed OCR non-landed prices rising faster than CCR and RCR prices. That does not guarantee the same pattern in 2027, but it reinforces the need to compare each new launch against its immediate submarket.

Supply competition

The national pipeline is large, but competition is local. A project can still face limited direct competition if its location and buyer profile are distinctive. Conversely, several launches in different districts may compete for the same budget and household type.

Product execution

Site fundamentals are only the starting point. Block spacing, unit orientation, storage, kitchen functionality, ceiling height and the balance between facilities and maintenance costs can materially change the buyer case.

My outlook for 2027

I do not expect 2027 to be defined by one blanket market direction.

The most attractive launches are likely to be those that solve a clear buyer problem: an EC that restores affordability, a city-fringe project with a defensible transport advantage, a family development with genuinely efficient layouts, or a transformation-area launch priced with enough patience for buyers to share in the upside.

The weaker propositions will be those that ask buyers to pay tomorrow’s price for a story that may take many years to arrive, without sufficient layout quality or present-day convenience.

The pipeline is broad enough that buyers should have choices. That makes preparation more valuable than urgency.

Frequently asked questions

Are all 2026-awarded GLS sites launching in 2027?

No. The Government confirms land awards, not developers’ eventual preview and sales dates. Earlier 2026 awards form a credible 2027 pipeline, while later or larger sites such as New Upper Changi Road and Canberra Drive EC may be more realistic 2028 launches.

How many developments are in this 2027 condo outlook?

This outlook follows 27 developments with an indicative combined GLS yield of about 14,300 homes. It includes sites awarded in both 2025 and 2026, with some potentially launching only in 2028. One Chuan Grove is counted once across two combined parcels. The figure is a watchlist total, not confirmed 2027 launch supply.

Why is One Chuan Grove included in the 2027 outlook?

The combined Chuan Grove development is a prospective 2027 launch from two sites awarded in 2025. It appeared under its GLS name in the original 2026 outlook. The revised watchlist recognises that timing can change and counts the combined development once; preview and booking dates remain subject to developer confirmation.

Which 2027 launch has the largest estimated unit count?

Bayshore Drive is the largest likely 2027 contender at about 1,280 homes. New Upper Changi Road can yield about 1,010 homes, although its September 2026 award makes a 2028 launch plausible.

Which awarded site had the highest land rate?

Peck Hay Road recorded the highest approximate land rate in this set at about $1,865 psf ppr, followed by Bukit Timah Road at about $1,820 psf ppr and River Valley Green (Parcel C) at about $1,730 psf ppr.

Does a lower land rate mean a project will be cheaper?

Not necessarily. Land rate is one part of the cost base. Building constraints, construction cost, financing, unit sizes, product quality and pricing strategy all affect the final launch price and entry quantum.

Should I wait for a 2027 new launch or buy resale now?

It depends on your move-in deadline, budget, financing comfort and the quality of available resale alternatives. A future launch offers more choice but less certainty; resale offers immediate inspection and use but requires a different cash-flow profile.

Sources and scope

Land-sale particulars and indicative housing yields are drawn from URA and HDB records. Key records include the first Chuan Grove award, second Chuan Grove award, HDB’s mixed-use sites-sold register and URA’s 1H2025 GLS programme. Developer guidance, research estimates and editorial judgement inform the timing labels. A GLS programme’s tender-launch date is not a condominium sales-launch date.

The table is a selected forward watchlist as assessed on 20 October 2026, rather than a complete register of all GLS awards or all private redevelopment launches. Final housing counts and launch schedules can differ from the land-sale estimates.

Final word

The 2027 pipeline is already substantial, but the headline number needs discipline. Not every awarded site will be ready, and not every new launch will be a better purchase than an existing project or resale condominium.

As the project names, unit mixes and preview dates become official, I will update this guide while preserving the original outlook so readers can see what changed and why.
